With reference to the proposals submitted by the Kowloon Commissioner of Customs with a view to an arrangement permitting the extension of navigation between Hongkong and the interior of China and facilitating the collection of Customs Revenue, the Ministry of Communications has proposed an addition to these Regulations with reference to the postal service, and related to the question of transmission of Chinese mails, such addition to be inserted as section g, following section f, in Article 5.
The Wai Chiao Pu have the honour to observe that a section of this nature regarding the conveyance gratis of postal bage by foreign ships on behalf of China occurs in the arrangement made in 1907 between China and Japan for the establishment of a Customs House and levy of Customs dues at Dalay. The text of the section now proposed is enclosed for the information of His Majesty's Minister, whose con- currence is requested by this Ministry.
